Q. Who is the Client that Design Review Administrators represents?

A. Our customer is the community association (HOA). Our agreement serves the governing body with the legal duty to enforce the Design Guidelines and Restrictive Covenants for that specific community. They have the authority to contract with qualified agents, and to delegate work to certified professionals.

Q. Who pays the Design Review fee?

A. The Design Review Fee is paid by the person submitting the plans for a custom home. That could be the Lot Owner or an Investor. The home might be built on speculation, or under contract between a lot owner and a builder.

Q. Does a licensed architect review the plans?

A. Yes. Design Review Administratorshas entered into agreements with multiple licensed architects, who focus primarily on high-end custom home construction. They have agreed, in writing, to review all plan submittals within 10 days of receipt. If one can’t do it, another one can!

Q. Does the Design Review Fee include the cost of an architect to review all plan submittals?

A. Yes. In general, the Design Review Fee includes a Preliminary Plan, Revised Preliminary Plan and Final Plan, as well as the Materials/Color Board and Landscape Plan. Of equal importance is the cost of Construction Compliance until the home is completed. Construction Compliance is also included in the fee.

Q. So the HOA hires your company to perform these Design Review services, but the Lot Owner or Builder pays the fee?

A. That’s correct. These services are not… and should not be an HOA expense. The fee is all-inclusive and is collected directly from the end-user by Design Review Administrators when Preliminary Plans are submitted.  So it is no longer necessary to process invoices or account for these fees in HOA financial statements.

Q. What other services are included in the Design Review Fee?

A. The following Scope of Services combines Plan Review and Construction Compliance services for every custom home submittal:

  • Receive, date stamp and process all applications and submittals.
  • Track the plan approval process and communicate with all parties involved.
  • Collect, and accurately account for, Design Review Fees and Construction Compliance Deposits.
  • Provide accurate record keeping of all files, plans, meeting minutes, correspondence and contact information at a central location.
  • Serve as primary point of contact for inquiries from all parties and stakeholders during both the plan approval and construction phase of each project.
  • Issue letters of approval, conditional approval or denial, as well as citations for violations that are reported and/or witnessed during inspections.
  • Perform monthly compliance inspections and take digital, date stamped photographs to monitor construction progress. Specific inspections are performed at the foundation, framing and exterior color stages.
  •  Attend regularly scheduled Architectural Committee meetings and meet with Owners, Builders and Association Representatives as needed, to assist the Association in the resolution of disputes and/or compliance issues.
  • Prepare monthly activity reports for the Architectural Committee and the Board of Directors.
